DOD strives for more competition

Defense Department officials are renewing attention to raising the level of competition in defense procurements.

Frank Kendall, undersecretary for acquisition, technology and logistics, issued a policy memo and a 24-page “Competition Guidelines” best practices handbook in late August.

Dick Ginman, director of defense procurement and acquisition policy, told Federal News Radio that the current focus of effort would be on smaller-value noncompetitive contracts that previously might have escaped notice, and on services contracts.
