Consolidating GSA schedules for prof. services

The General Services Administration has laid out a plan for consolidating eight Multiple-Award Schedules for professional services into a single schedule by November 2015.

The goal of the initiative is to streamline management of more than 4,400 professional services contracts, currently distributed among eight schedules.

“The scope of the various schedules frequently overlap, which has caused confusion about which multiple-award schedule is the best fit for a federal agency’s requirements and acquisition objectives,” Brad deMers, GSA contracting officer, wrote on the GSA Interact website. In addition, some agency projects require a mix of services, which is difficult with the existing schedules structure, he wrote.

Management of multiple schedules also is more difficult for the 527 contractors who hold more than one professional services schedule contract, he added.

Consolidation can achieve improved usability, greater efficiency and lower costs for contract management, and streamlined contracting.

A single MAS schedule for professional serivces would “eliminate the need to submit separate offers for professional services; firms would have the ability to submit a modification request instead - this equates to a substantial decrease in time required to add new services,” DeMers noted.

The schedules affected are Consolidated (00CORP); MOBIS (874); PES (871); FABS (520); AIMS (541); LOGWORLD (874V); Environmental (899); and Language (738II).

According to the GSA, nonprofessional service Special Item Numbers on those schedules will be reviewed, and SINS with no sales will be cancelled, starting Sept. 30.

Migration of the services schedules to a single schedule will begin on Jan. 1, 2015.

Existing schedules will be closed to new offers on Feb. 28, 2015.

New offers will be accepted under the consolidated Professional Services Schedule starting March 1, 2015.

The transition will be substantially complete by Nov. 1, 2015.
