The contracts are for Cyber Mission Systems, kitting, and supplies. Work will be performed worldwide. The multiple award contracts were competitively procured by full and open competition after exclusion of sources under small business set-aside provisions via the Space and Naval Warfare Systems Center e-Commerce Central website and the Federal Business Opportunities website, with 13 timely offers received. Space and Naval Warfare Systems Center Atlantic, Charleston, SC is the contracting activity.

      Progeny Systems Corp., Manassas, VA is awarded a $40,601,413 cost-plus-fixed-fee, cost-plus-incentive-fee, fixed-price-incentive-fee contract for the production of MK54 Mod 1 lightweight torpedo kits and related test equipment, spares, and engineering and hardware support services. This contract includes options which, if exercised, would bring the cumulative value to $303,186,635. This contract combines purchases for the Navy (99%) and purchases under the Foreign Military Sales program. Work will be performed in Charleroi, PA (55%); Salt Lake City, Utah (41%); and Manassas, VA (4%). This contract was not competitively awarded in accordance with 10 U.S. Code 2304(c)(5) – a statute expressly authorizes or requires that the procurement be made from a specified source. The Naval Sea Systems Command, Washington, DC is the contracting activity (N00024-18-C-6410).

      Technical Systems Integration Inc., Chesapeake, VA is awarded a $10,585,142 firm-fixed-price IDIQ contract for depot-level repair, overhaul, and modification for the MK-105 magnetic minesweeping gear. This contract includes options which, if exercised, would bring the cumulative value to $54,044,081. Work will be performed in Panama City, FL. This contract was competitively procured via the Federal Business Opportunities website, with three offers received. The Naval Surface Warfare Center Panama City Division, Panama City Beach, FL is the contracting activity (N61331-18-D-0011).

      OSI Federal Technologies Inc., Dulles, VA is awarded a $10,230,497 firm-fixed-price IDIQ contract for the procurement of up to 3,000 commercially available laptop computers and additional laptop accessories, including up to 1,100 spare solid state drive hard drives; up to 150 docking stations; and up to 900 carrying cases in support of all Navy aircraft for Joint Mission Planning System laptops to serve as mission planning computers in fleet deployed aircraft. This contract was procured via a full and open competition request for proposal, with five offers received. The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ is the contracting activity (N68335-18-D-0006).

      MSE Group LLC, San Antonio, TX is awarded a maximum amount $10,000,000 IDIQ architect-engineering contract for professional hazardous material and waste management environmental compliance and engineering services in the Naval Facilities Engineering Command (NAVFAC) Southeast area of responsibility. A task order in the amount of $15,659 is being awarded to prepare Emergency Planning and Community Right-To-Know Act requirements. This contract was competitively procured via the Navy Electronic Commerce Online website, with 7 proposals received. The Naval Facilities Engineering Command, Southeast, Jacksonville, FL is the contracting activity (N69450-18-D-0119).

      Advancia Technologies LLC, Milwaukee, WI is awarded a ceiling amount $21,380,000 IDIQ contract to provide Centrally Managed Home Station Role Players services.       National Conferencing Inc., Dumfries, VA was awarded a $49,600,000 modification (P00007) to contract W9124J-18-D-0002 for Strong Bonds logistical (conference and training) support services. U.S. Army Mission and Installation Contracting Command, Fort Sam Houston, TX is the contracting activity.

      4K Global - ACC JV LLC, Augusta, GA was awarded a $12,187,034 firm-fixed-price contract for construction and design of a battalion administrative facility. Bids were solicited via the internet with 7 received. Work will be performed in Fort Bragg, NC. U.S. Army Corps of Engineers, Wilmington, NC is the contracting activity (W912PM-18-C-0015).
