What do PCRs actually do?
Documentation lacking
Support documents for the activities of Procurement Center Representatives (PCRs) at the Small Business Administration are inadequate, the Government Accountability Office found. For example, in fiscal 2018:
- PCRs did 2,429 procurement reviews but there were support documents for only 1,524 reviews;
- PCRS were claimed to influence $1.2 billion in set-asides, but there were documents for only $258 million; and
- In 1,002 cases, PCRs notified small firms of solicitations, or added them to the RFPs, but SBA had support documents for only 7 cases.
The GAO recommended improved reporting. In fiscal 2019 there were 53 PCRs, down from 58 in fiscal 2010.
