Limitations on subcontracting final rule
The Defense Dept., GSA and NASA issued a final rule on July 30 implementing in the Federal Acquisition Regulation long-awaited changes to limitations on subcontracting, including the non-manufacturer rule, affecting small businesses.
The final rule is effective on Sept. 10.
It implements in the FAR provisions published by the Small Business Administration in May 2016 based on the national defense bill of fiscal 2013. Following those was a proposed rule in December 2018 to make the changes in the FAR.
