MACs decline in number, but not in spending
White House officials five years ago began requiring agencies to submit a business case for new multiple-award contracts (MACs) over $50 million. The goal was to reduce the number of new MACs.
The effort has shown limited success, according to a recent report by Bloomberg Government and Federal News Radio.
The number of MACs declined from 2,892 in 2012 to 2,653 in 2016. That is 239 fewer.
At the same time, spending on MACs rose last year, from $106 billion in fiscal 2015 to $111 billion in fiscal 2016, the report said.
In related news, the Office of Management and Budget said in a June 15 memo that it is testing a new, streamlined process starting in August for agencies to make a business case for a new or renewed MAC. The four-step process is expected to take up to three pages.
