SCORE seeks 15% funding boost in FY2020 despite OIG questions on $714,000 in spending
The head of the SCORE Association, which brings retired executives together with budding entrepreneurs, wants a $2 million increase in support from the SBA next year.
Claiming “significant improvements” in client engagement and impact, growth in client services and improvements in service quality and client diversity, Kenneth Yancey, CEO of SCORE, said the group is asking the SBA for $13.5 million in fiscal 2020, up from $11.5 million. He testified at a recent Senate committee hearing.
Hannibal Ware, inspector general for the SBA, told the panel a recent audit of SCORE found $714,000 in unsupported spending. To date, only three of the 11 recommendations for better SBA oversight over SCORE have been implemented, he said.

Industry liaisons
Federal agencies were asked to name industry liaisons by May 30 to improve communications on acquisitions, according to a memo from Lesley A. Field, deputy administrator for federal procurement policy at OMB.
The liaisons are to work with the Acquisition Innovation Advocate, the OSDBU and other key acquisition personnel to “promote modern vendor communication practices and counter misconceptions that drive today's risk aversion culture,” Field wrote.

‘Bad faith’ by DLA against an SDVOSB?
Industry observers are calling the DLA’s actions against an SDVOSB, JBL Systems Solutions LLC, a “dangerous precedent” and possibly a sign of “bad faith.”
The DLA issued a suspension against JBL, and then moved to debar JBL. JBL filed a lawsuit saying the government improperly used debarment proceedings to punish the contractor for challenging its suspension.
