House OKs 5 small biz bills
Also, Chabot reports his bill
House lawmakers approved five pieces of legislation aimed at enhancing small business federal contracting, the House Small Business Committee announced.
The five bills were:
- HR 4284--Requires the SBA to provide a clarification of what it means for prime contractors to “make a good faith effort” in meeting their subcontracting goals;
- HR 3714--Amends the Small Business Act so that SBA can adjust small business size standards for various types of farm and agricultural producers;
- HR 4332--Removes SBA restrictions on Procurement Center Representative review of certain bundled and consolidated contracts;
- HR 4325 - Amends the Small Business Act to comply with terminology in the U.S. Code and SBA regulations;
- HR 4326--Clarifies that federal “OSDBU” offices should also provide assistance to service-disabled veteran-owned and HUBZone small firms.
In addition, Rep. Steve Chabot, R-OH, committee chairman, released the committee’s 140-page report (https://goo.gl/SV1eOy) detailing the contents of HR 1481, his small business procurement reform bill for 2015-2016.
Chabot’s bill would:
- Include subcontracting goals in agency responsibilities;
- Improve small business data;
- Require publishing of justification for bundling and consolidation;
- Limit reverse auctions;
- Encourage joint ventures;
- Revise the nonmanufacturer rule;
- Certify requirements for PCRs, Business Opportunity Specialists, and commercial market representatives.
The House did not vote on Chabot’s bill.
