The Top 20 federal agencies for HUBZone set-aside opportunities
DOD has 69% of HUBZone set-aside opportunities in 2016-17
While the Defense Department is not achieving the government’s HUBZone goals, it has the lion’s share of pending potential HUBZone set-aside opportunities.
DOD has awarded $815 million in HUBZone set-aside contracts expiring in 2016 and 2017--the largest by far of any federal agency, according to Set-Aside Alert’s latest analysis of federal data. Those set-asides are likely to be opportunities for HUBZone firms when they expire and are recompeted.
DOD HUBZone set-asides made up 69% of the $1.2 billion in HUBZone set-asides expected to be recompeted in 2016 and 2017.

Low-value HUBZone set-asides
On the other hand, some agencies had very few HUBZone set-asides expiring in 2016 and 2017.

OPM had only a single HUBZone set-aside contract expiring in 2016 or 2017, while DOT had two such contracts; and EPA had three.
Set-Aside Alert’s research
Set-Aside Alert downloaded data from the Federal Procurement Data System to create a file of all HUBZone set-aside contracts expiring in calendar 2016 and 2017. These are likely to be HUBZone set-aside opportunities when they are recompeted after expiring.
The HUBZone potential set-aside opportunities in 2016 and 2017 totaled $1.2 billion. A small number, only about $30 million worth, were sole-sourced.
There are approximately $175 million in additional HUBZone set-asides expiring in 2018 and beyond. We did not include those in our database in order to focus on the most current opportunities.
There also are likely to be newly-created HUBZone set-asides in 2016 and 2017, but those were not identified.
HUBZone goals
The Small Business Administration on April 28 announced its fiscal 2015 procurement scorecard (see lead story. It showed that nine of the top 24 federal agencies met the government’s 3% goal for HUBZone contracting in fiscal 2015.
The agencies that met the HUBZone contracting goal were:

Other agencies fell short of the HUBZone goal, including the Labor Dept., 2.2%; Defense Dept., 1.9%; VA, 1.7%; Commerce, 1.5%; and EPA, 1.3%.
Agencies with less than 1% in HUBZone contracting in fiscal 2015 included Justice, Energy, Health & Human Services, Education and HUD departments and NASA.
