SBA late on ethics training, says GAO
The Small Business Administration was supposed to have written procedures for ethics training for its political employees in January 2017, but did not have them until February 2019, according to a new report by the Government Accountability Office.
The GAO said SBA did not adequately document when the new appointees in the Trump Administration got their ethics training. SBA officials told the GAO that a previous manager noted the training dates in her personal notes, which was not proper management.
“Allowing one individual to control all key aspects of documenting an event puts the program at risk of errors,” the GAO wrote in its report.
The GAO recommended that the SBA implement procedures to track and verify that the required employees complete initial ethics training and maintain proper documents to that effect. SBA officials responded that they had already done both.
