OASIS delay
The General Services Administration is reevaluating its requirements for the “OASIS Small Business” on-ramps as a result of a Government Accountability Office ruling on a protest.
The review is expected to be completed this week and solicitations may have to be amended as a result.
The protest in question is that of Ekagra Partners LLC. In that case, GAO ruled partially in Ekagra’s favor, agreeing that OASIS on-ramp limitations on a joint venture’s ability to rely on subcontractors not in the joint venture are unduly restrictive. The GAO concluded that Ekagra was unfairly disadvantaged by the OASIS RFP terms.
The GAO recommended that GSA reassess its rationale for the limitations and document its justification, or remove the terms and request revised proposals. GSA also must pay the protesters’ costs.
