VA’s new OSDBU director is Ruby B. Harvey

      Ruby B. Harvey is now the executive director for the VA’s OSDBU, replacing Thomas J. Leney.

      Harvey previously was VA’s chancellor of the Acquisition Academy, associate deputy assistant secretary for acquisition program support and director of Enterprise Acquisition Systems.

      She has an M.S. degree from Johns Hopkins University. Leney is now associate executive director of the VA Strategic Acquisition Center.

GSA updates progress on SAM, WDOL, FBO

      The beta version of the updated SAM.gov website is up and running. The WDOL.gov wage determinations website will be transitioned into beta.SAM.gov next, followed by FBO.gov “probably” in late 2019.

      That’s all the news on GSA’s Integrated Award Environment, according to Vicky Niblett, deputy assistant commissioner. Also, GSA says it has improved updates to product service codes.

Pushback on SBA’s Runway Extension Act guidance

      There have been grumbles about the SBA’s recent guidance that the Runway Extension Act cannot go into effect until SBA completes rulemaking. SBA officials told Set-Aside Alert that by law it cannot change size standards without a rulemaking. Even so, attorney Matthew Schoonover is raising questions about how the new law applies to SBA and whether it can go into effect immediately.
