Geographic, economic labor preferences
The recently-enacted bipartisan Infrastructure Investment and Jobs Act included a provision to authorize Federal Highway Admin grant recipients to apply “local or other geographical or economic” hiring preferences for construction labor, subject to all state and local laws.
The action follows the agency’s pilot project initiated in May 2021 allowing such preferences, along with “other hiring preferences or innovative contracting approaches not otherwise authorized by law.” That project has been superseded by the new law.
