Govcon best practices bill
The House and Senate both have approved legislation known as “The PRICE Act” to share best practices in federal contracting and small business procurement. It focuses primarily on sharing the best practices that originated in the Homeland Security Dept.
The bipartisan legislation was sponsored by Sen. Gary Peters, D-MI, and co-sponsored by Sen. Joni Ernst, R-IA. Peters is the chair of the Senate Committee on Homeland Security and Governmental Affairs and Ernst serves on the Senate Committee on Small Business and Entrepreneurship.
President Biden is expected to sign the bill into law.
According to the bill summary at Congress.gov, the legislation directs DHS’ Management Directorate to publish an annual report on a DHS website on innovative procurement techniques utilized at the agency to meet several goals:
- Encouraging better competition;
- Reducing time to award;
- Achieving cost savings;
- Achieving better mission outcomes; and
- Meeting small business goals.
The DHS Management Directorate also must develop guidance and offer training on how to use such techniques, and must share the best practices with other federal agencies. The White House is tasked with convening a meeting of the Chief Acquisition Officers Council to examine best practices for acquisition innovation.
