Primes’ self-reporting on late pay to subs
The FAR Councils are seeking comments from the public regarding how well prime contractors self-report when they are late or come short in paying small business subcontractors.
The councils want to know if the self-reporting is useful, accurate and clear, among other questions. Comments are due by March 31.

SBA, HHS, VA gain; NRC, OPM lose, in IT
President Trump is asking for $92.1 billion for IT in fiscal 2021, up from $91.9 billion in 2020, according to an analysis by Federal News Network.
He’s seeking $18.78 billion for governmentwide cybersecurity, down slightly from $18.79 billion in 2020.
Agencies with the largest increases include SBA, HHS and VA.

Non-displacement rescission in effect
The Labor Dept. issued a final rule to rescind existing regulations on nondisplacement of qualified workers under federal service contracts.
The rescission was the result of an executive order by President Trump. The final rule went into effect on Jan. 31.
