DOD awards dropped

Minority- and women-owned fell 12% vs. 27% for all DOD awards

      Defense Dept. obligations to minority-owned and women-owned contractors fell by 12% from fiscal 2010 to fiscal 2016, while total DOD contract spending fell by 27% during the period, according to a Government Accountability Office report.

      In total, the minority- and women-owned firms--both small and not-small-- earned $230 billion in DOD contracts during the period.

      Awards to such firms decreased from $36 billion in fiscal 2010 to $32 billion in fiscal 2016. Awards to minority owners fell from $23 billion to $20 billion; to women, $8 billion to $7.2 billion; and to minority women, $5.8 billion to $5.1 billion.

      More than 80% were fixed-price contracts, GAO said, with 77% for services and 23% for products. The top product was IT software at $3 billion and the top service was engineering and technical support at $14 billion.
