Overseas contract requirement may cause pressure
The Small Business Administration’s drive to include overseas contracts in small business goal achievement may put pressure on agencies to meet unrealistic goals, thereby raising the risk of hiring unqualified contractors, Edward DeLisle testified to a House Small Business subcommittee on behalf of the Associated General Contractors of America.
Specifically, based on past trends, agencies may try to boost their small business goal achievement with a surge in domestic construction, which could allow “unqualified businesses to perform work,” DeLisle said.
