Small business procurement would have totaled only 21.5% of all federal procurement in fiscal 2017 if broad categories of contracts had not been excluded from the calculation, according to a recent report from the General Services Administration.
The Small Business Administration’s official figure, which had the exclusions, was 23.88%.
The excluded contracts, totaling $63 billion, included those for Defense Dept. work abroad, foreign weapon sales and for work in sheltered workplaces and federal prisons.
