Expanded opportunities on OASIS SB vehicle
The GSA is taking steps to bring in more than 500 new companies to its premiere “OASIS” small business professional services acquisition vehicle.
One of those steps is in allowing prospective contractors in specific situations to use past performance experience from teaming or partnering.
This is especially important to small businesses. It is “opening the door wider to newer companies, that may, themselves, have fairly narrow areas of expertise,” Larry Allen, contracting consultant, recently wrote in his blog.

FEMA failed contract to get IG audit
Under a new law, FEMA’s inspector general must investigate how the agency awarded $30 million for plastic tarps for Hurricane Maria relief to a newly formed small business, Bronze Star LLC. The company never delivered.

DOD rescinds performance pay proposal
Defense Dept. officials have withdrawn a controversial proposal to limit upfront payments to contractors and instead pay the companies based on progress reports.
Deputy Defense Secretary Pat Shanahan said in a statement that the proposal was “prematurely released, absent full coordination.” DOD is working with stakeholders on a revision.
