Top set-asides for FY2020

Top 10 valued at $73B

      Fiscal 2020 is expected to be a big year for small business set-asides, with the Top 10 opportunities going to bid during the year anticipated to have a combined value of $73 billion, according to a new report from Deltek’s GovWin unit.

      The value of the Top 10 set-aside opportunities has risen from $31.9 billion in fiscal 2016 to an estimated $73 billion in fiscal 2020.

      About half of the value of the Top 10 set-asides for 2020 is from IT-related solicitations.

      Here are the Top 10, with Deltek’s estimated values and solicitation dates:

  • General Services Administra-tion’s STARS III 8(a) set-aside solicitation for IT services is valued at $20 billion. It has six functional areas: custom computer programming, IT system design, computer facilities management, data processing, emerging tech IT services and other IT services. Currently there are 787 STARS II contract holders. Expected solicitation date: December 2019.
  • Health and Human Services Dept.’s CIOSP4 is an IT services procurement valued at $20 billion. Solicitation date: April 2020.
  • GSA’s Federal Strategic Sourcing Initiative for Building Maintenance and Operations Small Business (FSSI BMO SB) Phase III Zones 7-14 has a value of $19.9 billion. Firms can bid to work in specific geographic zones. Solicitation date: March 2020.
  • Veteran Affairs Dept.’s CEC-NG contract is the hardware version of the T4 contract. Currently on hold, but is expected to go forward. SDVOSB set-aside. Value is $5.3 billion. Solicitation date: November 2019.
  • Homeland Security Dept.’s First Source III is expected to have tracks for 8(a), SDVOSB, EDWOSB and HUBZone small firms, along with general small business. It is for IT commodities, solutions and Value-Added Reseller services. Value: $3 billion. Solicitation date: January 2020.
  • HHS Small Business Expedited Research and Demonstration (SBRAD) contract is valued at $1 billion. Solicitation date: July 2020.
  • VA’s Integrated Healthcare Transformation (VA IHT) SDVOSB set-aside is valued at $1 billion. It is for healthcare-related business services. Solicitation date: October 2019.
  • Army’s Support Base Services in 12 task areas is valued at $983 million. The set-aside is undetermined. Solicitation date: October 2019.
  • Air Force’s Special Warfare Multiple-Award Contract (SW MAC), valued at $950 million, is a small business set-aside for equipment, training and product support. Solicitation date: October 2019.
  • HHS’ Long Term Administrative Support Contract III (LTASC III) is a small business set-aside valued at $850 million. Solicitation date: Jan. 2020.
