PSC rates federal agencies’ Business Forecasts
The Professional Services Council evaluated the Business Forecasts of 48 federal agencies to rank them on how well they provided accurate, complete and up-to-date information to potential contractors.
Only 11 agency forecasts were rated as “Good,” while 13 were rated “Fair” and 24 received the lowest score, “Needs Improvement.”
The highest-ranking agency forecasts, in order, were Education, USAID, HHS-CMS, Navy’s Space and Naval Warfare Systems Command, DOJ, DHS headquarters, DHS-CBP, DHS-FEMA, DHS-FLETC, Interior and DHS-ICE.
The major lowest-ranked forecasts included those of:
- Army Corps of Engineers;
- Navy’s Air Systems Command and Sea Systems Command;
- USDA’s Departmental Services, Food Safety Inspection, Marketing Services, Research and Farm Production;
- National Science Foundation;
- VA;
- Treasury;
- Nuclear Regulatory Commission.

Rule to raise threshold for cost/price reports; allows grandfathering for subcontractor data
DOD, GSA and NASA are proposing to raise the threshold for agencies to request certified cost or pricing data to $2 million, up from $750,000, for contracts entered into after June 30, 2018.
The proposed also would allow prime contractors with contracts dated prior to July 1, 2018 to ask for the higher threshold with regard to certified cost and pricing data from subcontractors. Under the rule, contracting officers must allow such a change to the contract with no additional consideration.
The rule would implement Section 811 of the NDAA of fiscal 2018.
