House small biz panel OKs bills
The House Small Business Committee approved five legislative bills affecting small business federal contractors:
- HR 6330, introduced by Reps. Steve Knight, R-CA, and Yvette Clarke, D-NY, revises the Small Business Administration’s size calculations to make it easier for small firms to remain “small” for a longer period of time;
- HR 6369, introduced by Reps. Roger Marshall, R-KS, and Brad Schneider, D-IL, increases the size of sole-source awards for women owned, service-disabled veteran-owned, HUBZone, and socially and economically disadvantaged small businesses, and implements a new eligibility determination process.
- HR 6367, introduced by Reps. Al Lawson, D-FL, and Trent Kelly, R-MS, allows large prime contractors to take credit for subcontracting to small businesses at lower tiers. It also creates a new dispute process for subcontractor nonpayment issues.
- HR 6382, introduced by Rep. Alma Adams, D-NC, and Chabot, requires the SBA to report federal spending made through designated Best-In-Class acquisition vehicles, and to report the amounts spent on awards to small businesses on those vehicles.
- HR 6368, introduced by Reps. Adriano Espaillat, D-NY and Ralph Norman, R-SC, modifies the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, with the goal of making them easier for small firms to use.
