'Double dip' contractors

      At least 700 vendors that received hundreds of millions of dollars in COVID-19 federal contracts also benefited from at least $618 million in Paycheck Protection Program loans through the Small Business Administration, according to an analysis by the USA Today newspaper.

      In one example, a company received a $10.5 million contract for cleaning supplies, hand sanitizers, gloves and plastic bags as well as a PPP loan of $2 million.

      Congress hastily created the PPP loan program to help small firms hit by the pandemic.

      The law does not specifically prohibit government contractors with active contracts from receiving the money.

      However, critics called the practice "double dipping" and "a bad look."
