Alliant 2 Small Biz canceled
The General Services Administration on July 2 announced it has canceled the Alliant 2 Small Business solicitation that had been in the works for several years. The change in plans comes after several rounds of awards and protests in the last three years.
GSA officials said they are “planning a new approach” because government requirements “have evolved.”
“Plans are underway for a new and enhanced small business GWAC program that better reflects the changing landscape,” especially with regard to cybersecurity, emerging technologies and IT supply chain risk management, the announcement said.
The GSA named the upcoming 8(a) STARS III GWAC for IT services as an example of its new approach.
The Alliant 2 SB (Small Business) contract was intended to be a follow-on to the successful Alliant SB contract for IT services and solutions. The ordering period for Alliant SB ended in February 2019.
In December 2017, GSA awarded 61 small businesses a place on Alliant 2 SB. Protests followed, so GSA withdrew the awards, took corrective action, and made new awards to 81 companies in February 2018.
There were additional protests, so GSA again rescinded the previous 81 awards in March 2019. Five months later, GSA completed corrective actions and reopened the competition only for contractors who had already bid, resulting in another round of protests. Vendors have been waiting for updates since then.
