How long to process a construction change?
How long does it take for the Army Corps of Engineers to process a construction contract change? According to Army Corps data collected in a new GAO report, about 45% of contract changes take more than 60 days to complete; 3% take more than a year.
The timeframes are a bit fuzzy because neither GSA nor the Army Corps regularly monitors how long it takes to make such changes final, partially due to data limitations.
Without regular review of the timeframes, “USACE and GSA contracting officials may be unaware of any existing or potential problems, such as long process times that may affect project schedules,” GAO concluded.

Contractor back pay
The House approved legislation that would provide low-wage federal contractors with back pay for the 35-day shutdown that started in December 2018. The contractors were prohibited from working during the shutdown.
The back pay provision was included in the fiscal 2020 Appropriations Act. It covers up to 580,000 federal contractors who earn up to $965 a week, including janitors, security guards and cooks.
Senate passage is uncertain, as Republican senators declined to approve a similar provision several months ago.
Posing as Native
Since 2000, federal and state governments have awarded more than $300 million in minority set-aside contracts to companies owned by people claiming to be members of federally-unrecognized tribes, according to a Los Angeles Times investigation.
In applying for the minority programs, 12 of the 14 business owners involved said they were members of three native American groups that are not federally certified as tribes. Those groups “are considered illegitimate by recognized tribes and Native American experts,” the newspaper said.
