“Exempting” small business from category management
Category management is disadvantageous to small businesses, and Robb Wong has an idea on how to reduce its impact.
“We could exempt small business programs from category management,” Wong said at a Senate hearing on June 12. “Category management is a good idea” but the way it is being applied to small businesses “has a deleterious effect,” he said.
Speaking to the Senate Small Business and Entrepreneurship Committee, Wong described situations in which small firms struggle for several years to win their first major federal contract, and then, within another year or two, lose it to a category management or strategic sourcing program.
When that happens, “they lose faith in the program, lose faith in government and they quit,” Wong said.
Details on possible exemption were not immediately available. Committee ranking member Sen. Ben Cardin, D-MD, said he would explore the idea of exemption and follow up to see if legislation is needed.
