SAM lapse costs vendor
The Court of Federal Claims recently put a hold on an HHS contract award because the awardee allowed its SAM registration to lapse for 17 days post-award. The court ruled that since the contract included the FAR 52.204-7 clause requiring continuous SAM registration, even a brief lapse could be disqualifying.
HHS officials said the problem was easily correctable. But the court disagreed.
