GSA extending deadlines for software filings
In January, GSA announced it would finalize plans by June 2023 to require contractors providing or using covered software to file attestations that their software has been approved by GSA. The purpose was to assure security for all software acquired and used at GSA.
Those plans and deadlines now have been revised.
GSA officials published a memo on May 24 stating that the previous deadline is no longer applicable and that officials are continuing to develop plans for the contractor attestations.

DOD’s undefinitized contracts final rule
DOD published a final rule effective on May 25th to strengthen management of Undefinitized Contract Actions (UCAs). These are agreements to allow a vendor to begin work and incur costs before a final contract.
The final rule implements recommendations by the DOD Inspector General in 2020. It has not been changed from the proposed rule.
The final rule reinforces a contracting officer’s authority--following a UCA--to withhold up to 5% of a contractor’s subsequent requests for payment when the contractor does not submit qualifying proposals on schedule.
