Contractors say Trump transition causing delays
530 positions still vacant
President Trump’s lag in appointing lower-level agency executives is causing delays in procurement and in executing some government functions, contractors and federal officials are reporting.
Roger Krone, chief executive of Leidos Holdings Inc. in Reston, VA, told investment analysts last week that he is seeing “more slowness than expected in the acquisition organizations of our customers,” according to published reports.
Acquisition deadlines are getting pushed back, and contracts are being extended beyond their expiration dates, Krone said. But those extensions are generally shorter than new awards.
“The civil servants are doing the best they can to operate the government with the authorities that they have,” Krone said.
General Dynamics Corp. executives recently reported similar problems.
Meanwhile, Cabinet secretaries and other senior executives are said to be growing frustrated by how long it is taking to fill hundreds of high-level posts, making it difficult to manage operations and to carry out the president’s agenda.
The Senate has confirmed 26 Trump appointees to date. But for 530 other vacant posts requiring Senate confirmation, the president has advanced just 37 nominees, according to data tracked by The Washington Post and the nonpartisan Partnership for Public Service’s Center for Presidential Transition. That is fewer than half of what the Obama administration advanced at the same point in time.
The positions include deputy secretaries and undersecretaries, chief financial officers, ambassadors, general counsels, and heads of smaller agencies who run the government day-to-day.
