BIA final rule

      The Interior Dept. published a final rule updating the Buy Indian Act. It addresses reducing barriers that prevent Indian Economic Enterprises from competing on certain construction contracts, expanding Indian Economic Enterprises' ability to subcontract construction work, and giving greater preference to Indian Economic Enterprises when a deviation from the Buy Indian Act is necessary, among other goals.

      The rule is effective on May 9.

Biden staffing plans

      The Biden administration has asked for funding for 82,000 additional federal employees in fiscal 2023, a 3.6% increase, a GovExec analysis found:

• OFCCP seeks a 50% staff increase;
• DOI’s firefighter force would rise 38%;
• OSHA’s workforce would grow by 27%; and
• IRS wants an 8% increase in staff to ease staffing shortages.
