NAVY

     Innovative Defense Technologies LLC, Arlington, VA is being awarded a $98,635,397 cost-plus-fixed-fee contract for the rapid and affordable software development supporting Distributed Maritime Operations. Innovative Defense Technologies stood up a prototype development environment that not only allows for rapid and affordable software development, but also allows for simultaneously monitoring and analyzing the effects of the software change in performance, in the physical realm and in the cyber realm. The maximum dollar value, including a 12-month base period, and two 12-month option periods, is $98,635,397. This contract is a Small Business Innovation Research (SBIR) Phase III follow-on contract that derives from, extends, or completes efforts made under prior SBIR/STTR Phase I or II awards. The Office of Naval Research, Arlington, VA is the contracting activity (N00014-22-C-1042).

      Spalding Consulting Inc., Lexington Park, MD is awarded a $49,726,005 cost-plus-fixed-fee, cost reimbursable IDIQ contract. This contract provides program management, software and systems engineering, enterprise architecture, information assurance/network security/cyber security, configuration management, risk management, data/modeling/analytics, database administration, web support, sustainment, education and training reports, and help/service desk support for the Naval Air Systems Command (NAVAIR); Naval Air Warfare Center; and Commander, Fleet Readiness Centers (COMFRC). Work will be performed at Patuxent River, MD. This contract was competitively procured via an electronic request for proposal; four offers were received. The COMFRC, Patuxent River, MD, is the contracting activity (N6852022D0001).

      SJC-BVIL LLC, Montrose, CO (N40084-18-D-0068), is the small business among the two companies awarded a combined $10,000,000 modification to previously awarded IDIQ contracts. This modification provides additional capacity to order construction services at Navy Support Facility Diego Garcia. The Naval Facilities Engineering Systems Command Far East, Yokosuka, Japan, is the contracting activity.

      Contour Entertainment Inc., Burbank, CA (M00264-22-D-0001), is awarded an $8,916,745 IDIQ contract to provide special effects system design, installation and integration for Galleries 13 and 14, as well as related A/V and media products and services in Galleries 3 to 12, at the National Museum of the Marine Corps. This contract has a five-year ordering period with a maximum value of $8,916,745. Work will be performed in Triangle, VA. This contract was competitively solicited via Contracts Opportunities on the SAM.gov web site, with two proposals received. The Marine Corps Installations National Capital Region-Regional Contracting Office, Quantico, VA is the contracting activity.

      Innovative Mechanical Contractors LLC, Westminster, MD is awarded a maximum-value $20,000,000 firm-fixed-price IDIQ contract for design-bid-build wet utilities construction, repairs, and replacement projects at the Naval Research Laboratory and the Naval Surface Warfare Center, Carderock, MD. Work will be performed in Washington, DC (40%); Maryland (40%); and Virginia (20%). This contract was competitively procured via the beta.sam.gov website with eight proposals received. The Naval Facilities Engineering Systems Command Washington, DC is the contracting activity (N40080-22-D-0013).

ARMY

     EMR Inc., Niceville, FL was awarded a $19,032,100 firm-fixed-price contract for the design and construction of a civil engineer maintenance shop and storage area. Bids were solicited via the internet with three received. Work will be performed at Tyndall Air Force Base, FL. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity (W91278-22-C-0010).

      EnviroSafe Demil LLC, Fallon, NV was awarded a $12,390,267 modification (P00002) to contract W52P1J-21-F-0250 for demilitarization and disposal of conventional ammunition. Bids were solicited via the internet with one received. Army Contracting Command, Rock Island, IL is the contracting activity.

      Aero-Graphics Inc., Salt Lake City, UT, was awarded a $16,000,000 firm-fixed-price contract for photogrammetric and lidar surveying and mapping. Bids were solicited via the internet with 38 received. U.S. Army Corps of Engineers, St. Louis, MO is the contracting activity (W912P9-22-D-0006).

      C&C Marine LLC, Mobile, AL was awarded a $49,000,000 firm-fixed-price contract for rental of construction equipment with operators. Bids were solicited via the internet with three received. U.S. Army Corps of Engineers, Mobile, AL is the contracting activity (W91278-22-D-0025).

      Carter Enterprises, Brooklyn, NY (W91CRB-22-D-0006); and Slate Solutions LLC, Davie, FL (W91CRB-22-D-0007) will compete for each order of the $33,997,122 firm-fixed-price contract to provide a consistent backing for ballistic testing of tactical vests. Bids were solicited via the internet with six received. US Army Contracting Command, Aberdeen Proving Ground, MD is the contracting activity.

     ModernaTX Inc., Cambridge, MA was awarded a $26,000,000 modification (P00022) to contract W911QY-20-C-0100 for a change to the production schedule of COVID-19 vaccine to a different presentation/type. U.S. Army Contracting Command, Aberdeen Proving Ground, MD is the contracting activity. (Awarded March 28, 2022).

DARPA

     Radiance Technologies Inc., Huntsville, AL was awarded a within-scope, add-work modification (P00012) totaling $7,999,996 to previously awarded contract HR0011-20-C-0146 for the Secure Advanced Framework for Simulation and Modeling (SAFE-SiM) program. The modification brings the total cumulative value to $31,410,991. Work will be performed in Huntsville, AL (60%); Menlo Park, CA (28%); and other locations. DARPA is the contracting activity.
