Transactional Data Reporting may become optional
The General Services Administration reportedly is considering whether to make its controversial Transactional Data Reporting (TDR) pilot voluntary for all.
Currently, some contractors are voluntarily participating, but TDR also is mandatory for new GSA Schedule contracts and for Schedules renewals.
Kevin Youel Page, deputy commissioner of GSA’s Federal Acquisition Service, said at the recent AFFIRM conference that voluntary participation has been high and it may not be necessary to mandate participation, according to a report in Nextgov.
Industry participants provide sales information to GSA, and in return, they can avoid commercial item sales disclosures.

Alliant 2 update
The General Services Administration Alliant 2 Unrestricted GWAC (A2) is now in the source selection phase, John Cavadias, GSA procuring contract officer, wrote in a blog post on April 7.
The acquisition team is evaluating the offerers proposals. That includes possibly communicating with other federal agencies, private companies and the offerers to verify or clarify information submitted in the bids.
The team also will be evaluating financial information and small business subcontracting plans.

DOD contracts upturn
After five years of decline, including a big hit from sequestration, the Defense Department’s contract spending rose in fiscal 2016, according to a major new report from the Center for Strategic and International Studies (CSIS).
“CSIS was able to establish that the tide has definitely turned in the direction of contract spending. Our initial analysis of the FY2016 data shows that overall DoD
contract obligations rose by 7% in 2016, far higher than predicted,” the report states.
