NAVY

     Kranze Technology Solutions Inc., Prospect Heights, IL (N68936-17-D-0012); New Directions Technologies, Inc., Ridgecrest, CA (N68936-17-D-0014); and NuWaves LTD, Middletown, OH (N68936-17-D-0015), are the small businesses among the companies each being awarded cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contracts for research, development, delivery, sustainment, and upgrade of instrumentation for the Combat Environment Instrumentation Systems (CEIS). The aggregate amount for all contracts is $197,905,650. Work will be performed at Ridgecrest, CA (85%); and Point Mugu, CA (15%). This contract was competitively procured via an electronic request for proposals; 11 firms solicited and six offers were received. The Naval Air Warfare Center Weapons Division, China Lake, CA is the contracting activity.

     Astro Machine Works Inc., Ephrata, PA (N00178-17-D-0024); and Merrill Aviation Inc., Saginaw, MI (N00178-17-D-0025), are being awarded indefinite-delivery/indefinite-quantity contracts for the manufacture, assembly, inspection, and delivery of gun weapon system components and future assemblies of Battle Management Systems programs. The delivery orders, when combined for both contracts, will not exceed $41,651,000. This contract was competitively procured via the Federal Business Opportunities website, with three proposals received. The Naval Surface Warfare Center Dahlgren Division, Dahlgren, VA is the contracting activity.

     Chenega Decision Sciences LLC, Lorton, VA is being awarded a $22,000,000 five-year, firmed-fixed-price, indefinite-delivery/indefinite-quantity contract for system engineering and development for the modernization of manpower legacy applications. This contract is being awarded as a sole-source in accordance with 10 U.S. Code 2304(c)(1). The Marine Corps System Command, Quantico, VA is the contracting activity (M67854-17-D-4806).

     Electronic Metrology Laboratory LLC, Franklin, TN is being awarded a $10,518,527 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N69450-14-D-8000) to exercise Option 3 for base operations support services at Naval Air Station Whiting Field and outlying fields. After award of this option, the total cumulative contract value will be $29,317,959. Work will be performed in Milton, FL (80%); and outlying fields (20%). The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

ARMY

     Callahan/Watterson JV, Fairbanks, AK was awarded a $7,841,500 firm-fixed-price contract for the construct of six 80-foot earth-covered magazines. Bids were solicited via the Internet with 10 received. Work will be performed in Eielson Air Force Base, AK. U.S. Army Corps of Engineers, Elmendorf Air Force Base, AK is the contracting activity (W911KB-17-C-0011).

     GLHC Services Co., Lumberton, NC was awarded a $95,000,000 firm-fixed-price contract for general construction and design-build construction primarily in North Carolina. Bids were solicited via the Internet with 11 received. U.S. Army Corps of Engineers, Savannah, GA, is the contracting activity (W912HN-17-D-0004).

     Ensign-Bickford Aerospace and Defense Co., Simsbury, Connecticut, was awarded a $27,546,989 firm-fixed-price foreign military sales (Israel) contract for Type 1E and Reinforced Detonating Cord. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of March 31, 2022. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-17-D-0001).

     Meyer Engineers Ltd., Metairie, LA (W912P8-17-D-0003); and Beta Testing and Inspection LLC, Gretna, LA (W912P8-17-D-0004) will share in a $20,000,000 firm-fixed-price contract for construction management services, primarily to include quality assurance representative services. Bids were solicited via the Internet with four received. U.S. Army Corps of Engineers, New Orleans, LA is the contracting activity.

     Creative Tent International Inc., Henderson, NV was awarded a $19,852,721 firm-fixed-price contract for the procurement of the large area maintenance shelters. Bids were solicited via the Internet with six received. U.S. Army Contracting Command, Warren, MI is the contracting activity (W56HZV-17-D-0017).

     Charles F. Day and Associates LLC, Fredericksburg, VA was awarded a $9,650,534 firm-fixed-price contract for implementing the range residue, recovery, range clearance and mission support for explosive ordnance. Bids were solicited via the Internet with three received. U.S. Army Contracting Command, Fort Hood, TX is the contracting activity (W91151-17-D-0005).

     Rhoads Industries Inc., Philadelphia, PA was awarded an $8,500,000 modification (P00005) to contract W912BU-13-D-0001 for specialized construction services and techniques used in the construction of water born naval engineering plants for testing and development. U.S. Army Corps of Engineers, Philadelphia, PA is the contracting activity.
