NIH declares “open season” for CIO-SP3
NIH to add more small firms
The National Institutes of Health is inviting small business IT services providers to apply to be awarded slots on its lucrative CIO-SP3 governmentwide acquisition vehicle.
It is the first time that CIO-SP3 has been opened to new vendors--a process known as “open season” or the on-ramp period--since the initial round of awards in fiscal 2012.
Currently, CIO-SP3 has 94 small businesses and 54 large businesses. A number of the small businesses have grown and are no longer small.
NIH expects to award an additional 20 to 35 slots during the on-ramp period, mostly in small business categories that are underrepresented, Robert Coen, director of NIH’s IT Acquisition and Assessment Center, recently told Federal Times. NIH is especially eager to add more small firms in HUBZones and those owned by service-disabled veterans, Coen added.
CIO-SP3 small business spending has grown from $19 million in fiscal 2012 to $624 million in fiscal 2015, according to a recent analysis in the Aronson LLC Fed Point blog.
“CIO-SP3 is having its first ever on ramp opportunity. This is a big deal,” wrote Brian Lindholm, consultant and author of the Fed Point blog entry.
Bids are due April 18.
