Industries lost to EDWOSBs
The Small Business Administration’s new regulations for its Women-Owned Small Business Program have had a mixed impact on economically-disadvantaged women in the program.
For the EDWOSBs, some industries were lost completely, some were turned over to the broader pool of WOSBs, some new industries were gained, and some remained exclusively available to EDWOSBs, according to Set-Aside Alert’s analysis.

Gone completely
The EDWOSBs lost their previous exclusive access in four industry groups, and 16 industries. These are not available to WOSBs.
- NAICS 3159 - Apparel accessories manufacturing (315990);
- NAICS 3222 - Converted paper product manufacturing (322211, 322212, 322219, 322220, 322230, 322291, 322299);
- NAICS 3321 - Forging and Stamping (332111, 332112, 332114, 332117, 332119);
- and NAICS 4881 - Support Activities for Air Transportation (488111, 488119, 488190).
Turned over to WOSBs
EDWOSBs lost exclusive access to 29 NAICS industry codes now eligible for WOSB set-asides. The EDWOSBs may compete with WOSBs for these set-asides.
These included several popular industry groups such as NAICS 5415 for computer systems design; NAICS 5416 and 5419 for professional, management and technical consulting services; and NAICS 5612 for facilities support.
New industries gained
EDWOSBs gained exclusive access to nine new industry groups:
- NAICS 3152 for apparel manufacturing;
- NAICS 3259 for chemical manufacturing;
- NAICS 3372 for office furniture;
- NAICS 4841 for other support activities for transportation;
- NAICS 5171 for wired telecommunications;
- NAICS 5621 for waste collection;
- NAICS 6115 for technical and trade schools;
- and NAICS 6243 for vocational rehabilitation schools.
Remain EDWOSB-only
EDWOSBs retained exclusive access in these seven NAICS industry groups: 3219, 3333, 3342, 3353, 3359, 4885 and 5311.
