FAR Council issues broad-ranging final rule
The FAR Council issued a final rule going into effect on March 30 that implements a number of provisions, including requirements for small business contractor recertifications and rerepresentations.
Currently, vendors must recertify their size within 30 days of novation, merger or acquisition. Under the final rule, they must recertify socioeconomic status as well, according to an analysis by Sam Finnerty, attorney with PilieroMazza PLLC.
Other significant changes relate to requirements for NAICS codes and MACs and HUBZone price evaluation preferences, among others.

Right of First Refusal regulations rescinded
The Labor Dept. announced a final rule, effective Jan. 31, to rescind regulations regarding non-displacement of qualified workers under federal service contracts. The so-called Right of First Refusal rules previously required contractors to offer jobs to incumbent employees in certain service jobs. President Trump ordered the cancellation of the rule in Oct. 2019.
