NAVY

DigitaliBiz Inc, Rockville, MD is being awarded a $45,276,907 single award, performance-based IDIQ cost-plus-fixed-fee services contract (N6523618D8002) for engineering and operational support to the National Science Foundation, Division of Polar Programs to deliver systems necessary for the safe execution of airspace management and control, quality operational meteorology, reliable aviation ground systems, and secure/compliant information systems. The option period, if exercised, would bring the cumulative value of this contract to an estimated $48,996,600. Work will be performed at Space and Naval Warfare Systems Center Atlantic, Charleston, SC (57%); McMurdo Station, Antarctica (42%); and Christchurch, New Zealand (1%). This requirement was solicited using full and open competition via the Space and Naval Warfare Systems Command E-Commerce Central website and the Federal Business Opportunities website, with four timely offers received. The Space and Naval Warfare Systems Command, San Diego, CA is the contracting activity.

Epsilon Systems Solutions Inc., Portsmouth, VA (N50054-18-D-1802) and Walashek, Norfolk, VA (N50054-18-D-1803) are the small businesses among the companies each being awarded a fixed-price, multiple award IDIQ contract to provide Landing Craft, Air Cushion/Fleet Modernization program post-service life extension and ship repair, maintenance and modernization in support of the Mid-Atlantic Regional Maintenance Center, Norfolk, VA. Epsilon will be awarded $34,094,700 and Walashek will be awarded $35,310,913. This contract includes options which, if exercised, would bring the cumulative ceiling value of the respective contract to $37,983,940. This multiple-award contract was procured on an unrestricted basis via the Federal Business Opportunities website, with five offers received. The Mid-Atlantic Regional Maintenance Center, Norfolk, VA is the contracting activity.

Sunset Design and Programming Inc., Oxnard, CA is being awarded a maximum amount $7,975,065 IDIQ contract for Naval Facilities Engineering Command (NAVFAC) Continuous-Learning Training Curriculum, NAVFAC Business Management System and NAVFAC Procurement Management Assessment program support services. Work will be performed at various Navy and Marine Corps facilities worldwide. This contract was competitively procured via the Federal Business Opportunities website, with two proposals received. The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, CA is the contracting activity (N39430-18-D-2005).

NAVMAR Applied Sciences Corp., Warminster, PA is being awarded $9,591,043 for cost-plus-fixed-fee delivery order N6833518F0041 against a previously issued basic ordering agreement (N68335-15-G-0013). This order provides for work associated with Phase III Small Business Innovation Research efforts under Topics N08-008, N08-023, and N101-042 entitled “Commandable Mobile Anti-Submarine Warfare Sensor”; “Precision High Altitude Sonobuoy Emplacement”, and “Environmental Wideband Acoustic Receiver and Source”, respectively. Work will be performed in Lexington Park, MD (65%); and Warminster, Pennsylvania (35%). The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ is the contracting activity.

Global Technical Systems Inc., Virginia Beach, VA is being awarded $9,515,178 for firm-fixed-price delivery order N0002418F5258 under a previously awarded (N00024-14-D-5213) for 18 technical insertion 12 hybrid (TI-12H) common processing system (CPS) water-cooled production units. The Naval Sea Systems Command, Washington, DC is the contracting activity.

MISSILE DEFENSE AGENCY

      PeopleTec Inc., Huntsville, AL is being awarded a $33,600,888 competitive, cost-plus-fixed-fee contract for advisory and assistance services for international engineering in support of technical, engineering, advisory and management support. The work will be performed in Huntsville, AL; Fort Belvoir, VA; and Tel Aviv, Israel. This contract was competitively procured via publication on the Federal Business Opportunities website with three proposals received. Fiscal 2018 research development test and evaluation funds in the amount of $201,000 are being obligated at time of award. The Missile Defense Agency, Huntsville, AL is the contracting activity (HQ0147-18-C-0016).

AIR FORCE

      Assured Information Security Inc., Rome, NY has been awarded a $47,974,580 cost-plus-fixed-fee contract for investigation of next-generation network operations and vulnerability assessment technology (INNOVATE). The objective of the INNOVATE effort is to provide new cyber assessment tools for high-priority, emerging or existing telecommunications technologies. This award is the result of a competitive acquisition and two offers were received. Fiscal 2018 research, development, test and evaluation funds in the amount of $4,000,876 are being obligated at the time of award. Air Force Research Laboratory, Rome, NY is the contracting activity (FA8750-18-C-0037). (Awarded Jan. 11, 2018)

ARMY

      Black Horse Group LLC, Watertown, NY (W912WJ-18-D-0002); Cornerstone Construction Services LLC, Woburn, MA (W912WJ-18-D-0003); and Monument Construction LLC, Nashua, NH (W912WJ-18-D-0004), will share in a $35,000,000 contract for construction, renovation and repair projects to military and other federal facilities. Bids were solicited via the Internet with 16 received. U.S. Army Corps of Engineers, Concord, MA is the contracting activity.
