DHS: 18% in SDB buys
Highest in DHS history
The Homeland Security Dept. achieved 18% in procurements from Small Disadvantaged Businesses in fiscal 2022, the highest ever for the department, according to a new report from Chief Procurement Officer Paul Courtney.
DHS raised its SDB goal to 17% for fiscal 2022, up from 5% the year before. “It was a team effort led by a strong call to action from Secretary Mayorkas,” Courtney wrote.
Other news from the report:
- Total DHS awards to SDBs were $3.99 billion;
- Total small business prime awards were $8.95 billion, which was $1 billion more than in fiscal 2021;
- The value of DHS small business awards comprised 40% of the value of all DHS contracts;
- There were 1,931 new small business vendors doing business with DHS in fiscal 2022 (and 997 new not-smalls);
- 80% of DHS contract awards were competitive in fiscal 2022;
- Fewer than 1% of competed awards were protested;
- There were 82 protests in fiscal 2022, down from 110 in fiscal 2021;
- Awards to WOSBs totaled $1.75 billion, the highest in DHS history;
- Awards to SDVOSBs totaled $1.5 billion, the highest in DHS history; and
- Awards to HUBZone firms totaled $1.19 billion, the highest in DHS history.
The report also highlighted vendor outreach sessions run by the DHS OSDBU, directed by Darlene Bullock.
Also mentioned is DHS’ Procurement Innovation Lab (PIL), which crowdsources ideas for improvements from DHS procurement employees.
