DHS buys foreign-made uniforms
The Homeland Security Dept. continues to purchase most of its uniforms from foreign countries despite a 2009 restriction meant to limit such purchases, the Government Accountability Office reported.
The GAO found that DHS was complying with the Kissell Amendment limiting textiles from other countries in its contracts.
But the restrictions apply only to national security textile purchases over $150,000. DHS also must honor various international agreements that generally require treating non-U.S. contractors the same as U.S. contractors.
As a result, the $165 million in DHS uniform purchases from 2014 to 2017 included 42% from the U.S., 30% from Mexico, 10% from El Salvador, 6% from Honduras and 5% from Cambodia.
