HUBZone map frozen until 2020
The HUBZone Contractors National Council is publicizing more details on the HUBZone changes contained in the final National Defense Authorization Act for Fiscal 2018.
According to the council’s analysis, the NDAA freezes the Small Business Administration’s HUBZone maps until Jan. 1, 2020. The program will transition so that maps are updated only once every five years, starting in 2020.
Redesignated areas that were set to expire in 2018 and 2019 will remain HUBZones at least until 2020, the council said in a release.
In addition, the NDAA removes the qualifier, "nonmetropolitan," from "state median income" when determining HUBZone Program eligibility for counties. This expands the number of counties qualifying for HUBZone designation.
The legislation also requires the SBA to process HUBZone certification applications within 60 days of receipt.
The NDAA orders that Base Realignment & Closure counties receive HUBZone eligibility for eight years.
Set-Aside Alert previously reported that the NDAA allows governors to nominate new HUBZones in areas that are outside of urbanized areas, have fewer than 50,000 people and have an average unemployment rate that is at least 120% of the national average.
A Senate provision reducing the percentage of a HUBZone firm’s employees that must live in a HUBZone to 33%, from 35%, was dropped.
