Category management small biz share drops

      Small business utilization under the Trump Administration’s Category Management procurement initiative dropped to 27.6% in fiscal 2019, according to a new report from the General Services Administration.

      That is down from 31.1% in the fiscal 2016 baseline.

      Similarly, another chart from the GSA report shows that small business utilization has declined in five of the 7 category management tiers shown, which are varying types of procurement vehicles.

      For example, in the Best-In-Class tier, small business share fell significantly from 56.5% to 37.7%.

      In Tier 1, consisting of mandatory use government-wide procurement vehicles, small business utilization decreased sharply, from 27.6% to 16.0%.

      Overall, aside from small business share, federal agencies appear to have been fairly successful at meeting their Category Management goals to date, according to the GSA report, titled the Fiscal 2019 Executive Summary Dashboard, released on Aug. 31.

      The 28 agencies being tracked performed fairly well on “Spend Under Management” and on use of “Best In Class” acquisition vehicles.

      For spending under management, 8 agencies have exceeded their targets and about two-thirds of the agencies being tracked reached at least 75% of their goals.

      The Office of Personnel Management, General Services Administration and the National Science Foundation have each exceeded goals substantially: OPM, reaching 283% of target; GSA, 234%; and NSF, 222%.

      Also performing well were the Army, 146% of goal; Interior Dept., 130%; State Dept., 120%; Commerce Dept., 108%; and Housing & Urban Development, 106%.

      Agencies that came close to meeting those targets included Health and Human Services, 98%; NASA, 96%; Air Force, 93%; USAID, 89%; Homeland Security Dept., 85%; and Education Dept., 83%.

      The agencies furthest from reaching those goals were the Energy Dept., 64%; Veterans Affairs, 63%; Labor Dept., 57%; Transportation Dept., 54%; and Social Security Administration, 52%.

      Looking at the percentage of Best-in-Class contracts, 13 agencies scored at 75% or higher in terms of meeting their goals, and five agencies exceeded their goals: OPM, 267%; Education, 129%; HUD, 128%; Commerce Dept., 108% and NSF, 105%.

      The agencies with the fewer Best-in-Class contracts proportionally were the Energy Dept., 45%; Navy, 57%; State, 59%; Nuclear Regulatory Commission, 60%; and Army, 61%.
