GAO sides with SBA in Runway Ext. dispute
The GAO recently endorsed the SBA’s interpretation of the Runway Extension Act’s implementation date. The SBA says the law is not in effect until regulations have been adopted. Some industry members contend the law went into effect in December 2018 immediately after passage.

WIPP cites 15 reasons to support SBA bill
The WIPP advocacy group cites 15 potential benefits for women contractors from the Senate bill reauthorizing the Small Business Act. WIPP is urging its members to push for passage of the bill.
Sen. Marco Rubio, R-FL, called off a scheduled markup of the bill in July in a dispute with Democrats over regulatory items. (See stories in Aug. 2 edition of Set-Aside Alert).

Atlantic Diving founder to pay $20M
Luke M. Hillier, founder and former CEO of Atlantic Diving Supply of Virginia Beach, VA, and former general counsel Charles M. Salle, will pay $20 million to settle a False Claims Act lawsuit alleging they defrauded the government by illegally obtaining contracts meant for small businesses. They did not admit liability in the settlement.

Who are the task- order ombudsmen?
The FAR Council issued a final rule, in effect. Sept. 6, to adopt a standard clause to be utilized in multiple-award IDIQ contracts that identifies the task-order and delivery-order ombudsman for the agency awarding the contract.
The clause describes the ombudsman’s responsibilities and provides contact information. The contracting officer cannot be the ombudsman.
