  • Lawmakers question VA set-aside eligibility rule

House lawmakers at a recent hearing questioned a Veterans Affairs Department requirement that service-disabled veterans pursuing set-asides must have unconditional control of contracting firms.

Members of the House Veterans Affairs Subcommittees on Oversight and Investigations and Economic Opportunity examined a VA provision that the veterans must maintain 100% control over company decision making to qualify for a small business set-aside.

The VA implemented the rule to remove subjectivity in determining eligibility for a contracting preference.

However, Rep. Phil Roe, R-TN, and others said it goes too far. Roe said the VA should loosen the standard to 51%.

Vietnam Veterans of America is supporting a congressional effort to add flexibility to the standard, according to Federal News Radio.
