    The Navy awarded IDIQ contracts to 385 contractors under the Seaport-e (Enhanced) program. The acquisition is for requirements in 22 functional areas. These contracts are in addition to 2,501 contracts previously awarded. The Seaport-e has an estimated value of $5.3 billion each year. Task orders will be competed in seven regional zones. There were 415 offers received and 385 contracts awarded in this group. The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division, Dahlgren, VA., is the contracting activity (N00178-12-D-6741 through N00178-12-D-7127).

      Amee Bay LLC, Charleston, SC. (N65236-12-D-4827); Cambridge International Systems Inc., Arlington, VA. (N65236-12-D-4828); Forward Slope Inc.,San Diego (N65236-12-D-4829); Grove Resource Solutions Inc., Frederick, MD. (N65236-12-D-4830); Prism Maritime, Chesapeake, VA. (N65236-12-D-4831); and Professional Software Engineering Inc., Virginia Beach, VA. (N65236-12-D-4832) are each being awarded an IDIQ contract for production, installation and in-service support. The maximum value is $250 million.The contracts were small business set-asides via the Space and Naval Warfare Systems Center e-Commerce website and fbo.gov with eight offers received.  Space and Naval Warfare Systems Center Atlantic, Charleston, SC, is the contracting activity.

    STARA Technologies Inc., Gilbert, AZ, was awarded a $14,943,064 firm-fixed-price contract for sustainment of Persistant Ground Surveillance System (PGSS) Operators at Forward Operating Bases throughout Afghanistan for the U.S. Army.  Work will be performed in Afghanistan. This contract was not competitive, per 10 U.S.C. 2304(c)(2).  The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, is the contracting activity (N68335-12-C-0357). 

    Ikhana LLC, North Charleston, SC, is being awarded a $8,149,000 firm-fixed-price contract for construction of the Red Horse Readiness and Training Facility at Joint Base Charleston, S.C.  The work to be performed provides for the construction of a new readiness and training facility for the Air Force Reserve Command Red Horse Squadron. This contract was competitively procured via the Navy Electronic Commerce Online website, with 16 proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, FL, is the contracting activity (N69450-12-C-1760). 

    MZA Associates Corp., Albuquerque, NM, is being awarded a $9,787,624 IDIQ contract for a Phase III Small Business Innovation Research project under topic N091-009.This contract provides for the finalized design for the MH-60S helicopter beam director among other features. This contract was not competitive. The Naval Air Warfare Center Weapons Division, China Lake, CA, is the contracting activity (N68936-12-D-0023). 

    NAVMAR Applied Sciences Corp., Warminster, PA, is being awarded a $7,754,429 modification to a previously awarded cost-plus-fixed-fee contract (N68335-11-C-0214) for continued support of Persistent Ground Surveillance System personnel at Forward Operating Bases throughout Afghanistan.  The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ is the contracting activity.

    The USA Environmental Inc., Oldsmar, FL, is being awarded a $10,685,460 firm-fixed-price contract for munitions clearance in three remedial action areas, at the Operable Unit 2-B, Non-Time Critical Removal Action, Former Adak Naval Air Facility, Adak Island, AK. This contract was competitively procured via the Navy Electronic Commerce Online website, with seven proposals received.  The Naval Facilities Engineering Command, NW, Silverdale, WA, is the contracting activity (N44255-12-C-3003). 

    HDR Architecture Inc., Chicago, is being awarded $10,000,000 under a previously awarded IDIQ contract (N40083-08-D-0065) to exercise option four for architectural and engineering services at Naval Station Great Lakes.The Naval Facilities Engineering Command, Midwest, Great Lakes, IL, is the contracting activity. 

    3Phoenix, Inc., Chantilly, VA, is being awarded a $10,627,368 cost-plus-fixed-fee contract for a low-profile photonics mast engineering development model and associated services.  This effort is for Phase III of a Small Business Innovative Research (SBIR) topic number N04-138. This contract was not competitive. The Naval Sea Systems Command, Washington, DC, is the contracting activity (N00024-12-C-6249). 

    Globecomm Systems, Inc., Hauppauge, NY(N65236-12-D-3274) and two other contractors were awarded an IDIQ contract o provide satellite equipment and services.  These contracts were competitive with three offers received.  Space and Naval Warfare Systems Center Atlantic, Charleston, SC, is the contracting activity.

    Lone Star Aerospace, Addison, TX, was awarded a $12,367,735 IDIQ contract for predictive decision analysis services..  This contract was not competitive.  The Naval Air Warfare Center Weapons Division, China Lake, Calif., is the contracting activity (N68936-12-D-0033).
