GAO finds non-competitive IDIQ terms at DOD
Out of a total of $320 billion in Defense Dept. contracts in fiscal 2017, about $125 billion went to Indefinite-Delivery contracts. About 80% of these went to Indefinite-Delivery Indefinite Quantity (IDIQ) contracts.
When GAO examined the IDIQ contracts it identified two trends working against competition. Most significantly, about $71 billion of the IDIQ awards went to single companies. The remaining $34 billion in IDIQ contract awards went to multiple awardees, but many of those contracts had terms that could reduce competition, GAO said.
Such terms included provisions to set aside task orders for small businesses. However, competition could still occur between the small firms, the GAO noted. The GAO made no recommendations

Emily Murphy preparing schedules changes
GSA Administrator Emily Murphy is beginning to talk about changes she has in mind for the GSA Schedules program.
At a recent conference hosted by the Coalition for Government Procurement, Murphy said the agency is looking at ways to update the schedules and make them easier to buy from.
“Do we need all of the schedules we have or could we reduce duplication within GSA by combining the schedules?” Murphy said, according to a report by FedScoop. “Are there ways to have unpriced schedules, for example through services? If we had vigorous competition at the task order level or the price level, we could instead, at the contract level, be focusing on the technical qualifications and the services we offer.”
