FAPIIS in SAM now R/Qs
While DOD officials announced in December that FAPIIS--the federal contractor misconduct database--had been integrated into GSA’s SAM.gov system, the result is falling short of desired functionality according to a report by the Project on Government Oversight (POGO).
Within SAM, FAPIIS data on vendors’ civil, criminal, and administrative misconduct are now called Responsibility/Qualification (R/Q) reports.
While a “one-stop shop” for contract awards and grants data is an admirable goal, “the public should be given more insight into how that money is being spent,” POGO said in its report. “Unfortunately, this latest data migration and upgrade leaves much to be desired.”
For example, contractor past performance reviews are still off limits. Also, “users still must navigate a somewhat confusing, glitchy interface to find data that is often unclear, inaccurate, inaccessible, or missing altogether,” POGO wrote.
