SBA: Rule of Two mandatory for SAP task orders
The Small Business Administration issued a memo regarding the application of the recent Kingdomware decision by the U.S. Supreme Court to task orders between $3,500 and $150,000 on the GSA Schedules.
The SBA said that because the court declared that task orders are contracts, agency buying offices must apply the Rule of Two to Simplified Acquisition task orders from the schedules. Those task orders must be set-aside for small businesses unless the contracting officer is unable to obtain offers from two qualified small businesses that are competitive with market prices and competitive with regard to the quality and delivery of the goods and services.

ThunderCat bid rigging
ThunderCat Technology LLC, of Reston, VA has agreed to pay $1 million to settle claims relating to bid rigging and kickback schemes in connection with six government procurements, the GSA said. The illegal activities occurred from 2008 to 2012.
ThunderCat solicited or submitted inflated third-party bids for contracts awarded by the Homeland Security Dept.

DOD contracts at risk
Vendors with expiring IT and services contracts with the Defense Dept. are said to face more competition and greater risk in 2017.
Reporting on a study by analytics firm Govini, FCW said there are $210 billion in expiring DOD contracts in 2017. Expiring IT and services contracts comprised $9 billion of those, but they have the most competition, creating more risk for vendors, FCW said.
