Beginning on that date, the Internet-based system will replace most of the paper-based Representations and Certifications (Reps and Certs) process, known as Section K. Contractors will no longer have to submit representations and certifications with each offer; instead, government contracting officials will use ORCA to review the information online as a part of the proposal evaluation process.
