Sign Up To Swim With ORCA

All contractors must register by Jan. 1 at the Online Representations and Certifications Application website, known as ORCA.

Beginning on that date, the Internet-based system will replace most of the paper-based Representations and Certifications (Reps and Certs) process, known as Section K.

Contractors will no longer have to submit representations and certifications with each offer; instead, government contracting officials will use ORCA to review the information online as a part of the proposal evaluation process.

To register, go to http://orca.bpn.gov. You must fill out a questionnaire and jump through some hoops to complete your registration.

You must update your record whenever information changes and must renew it once a year or it will be deleted from the database, according to an e-mail from the program office.
