Proposed rule sets policy on set-asides for MACs
The federal acquisition councils have proposed a rule to implement--as a governmentwide policy--the SBA rules on creating set-aside orders for small businesses under Multiple-Award Contracts (MACs).
The new regulation also would implement governmentwide policies on partial set-asides and reserves for small firms under MACs.
Comments are due by Feb. 6.
The authorities for set-asides on MACs were in the Jobs Act of 2010. The councils previously published an interim rule in 2011, and the SBA had a final rule in 2013.
The new rule offers additional guidelines.

NASA to reward vendors
NASA wants to reward contractors with great performance with extra award terms, according to a notice in the Federal Register.
NASA said vendors could earn additional contract periods of performance if a contractor’s performance is superior.
The goal is to provide a non-monetary incentive for contractors whose sustained performance is excellent.

Deltek being acquired
Federal market research firm Deltek is being acquired for a reported $2.8 billion.
The new owner is Roper Technologies.
Deltek President and CEO Mike Corkery told customers the firm’s name, brand, office locations, strategy and global team will not change as a result, according to a report by Federal News Radio.

GAO regains task order protest authority
Congress has restored the Government Accountability Office’s jurisdiction over some task order protests. That authority had expired in September.
Congress has granted GAO permanent authority to hear protests of civilian task orders valued at $10 million or more and protests of defense agency task orders of $25 million or more, according to PilieroMazza PLLC.
