House chairman criticizes GSA demand model
The chairman of the House Small Business Committee is worried that the new “demand-based model” being applied by the General Services Administration to schedules contracts could hurt small businesses.
Rep. Sam Graves, R-MO, wrote to GSA Acting Administrator Dan Tangherlini asking him to reconsider the reforms.
“I do not think that GSA’s proposals will enhance small business viability, improve operational efficiency, or result in cost control,” Graves wrote. “Furthermore, the Demand-Based Model proposal demonstrates a lack of understanding of how small businesses operate in relation to the federal market.”
GSA officials instituted the demand-based model in September to trim the schedules of obsolete and underperforming contracts with low sales and no sales. GSA officials said those outdated contracts were costing too much to administer.
